Are you still in the midst of uploading all of the pictures?
If so, I would recommend not trying to move stuff around until everything has been safely uploaded. What you can do, to prevent the Photos library from uploading during this time, is to rename the Photos library again, so it doesn’t continue syncing, or move the Photos library to a new location until the rest of your stuff is synced.
Once everything is synced up successfully, ping this thread again and we will go over next steps.
