Split large files setting

Right now, the IFS (large file split) chunk size is set as an all-or-nothing feature. It really should be on a per-backing-store basis.

Some, like Amazon Cloud Drive need it to be 2 GB. Others are larger, others (that may be unreliable links) may need it to be smaller. Can we change this to a ‘per backing-store’ option?

Thanks for the suggestion. I agree that the “one size fits all” method we currently have can be too coarse-grained for several use cases.
