I just sent a diagnostic. I have a file that is stuck in Waiting. I imagine the problem to be the filename length of 233 characters (including the extension). This filename and future ones are automatically generated by an IFTTT recipe.

You are correct. The filename is too long to bring down on Windows. If you shorten it a bit it will correct the issue.
