How to add a hashtag to Instagram folder?

I am trying to add a hashtag so I can begin searching and downloading photos. How do I do that? I don’t see any option on my account to do so.

The Hashtags and Posts I Liked folder features on our Instagram links will no longer work starting on June 1, 2016.
