Just recently, Microsoft seems to have started aggressively throttling, which limits the number of requests that can be made to their API. We rolled out a change to try to mitigate the effect, but it can still happen. I am guessing that the items in waiting are waiting to be retried after hitting one of these rate-limits.
odrive will retry these automatically until they can be uploaded. If you find that the items are not being uploaded, even after waiting for a while, then please send a diagnostic from the odrive menu so I can take a look.
