If I install the Desktop Client for windows will it automatically sync from my desktop to someplace? I’m not sure I want to sync anything anywhere. I want to determine if I can access for instance Onedrive and Dropbox more easily but I have files on my desktop that I don’t want in a cloud somewhere.

No, odrive will not upload anything without your knowledge or explicit action.
By default odrive creates an ‘odrive’ folder that you can use to browse and sync your linked storage (OneDrive and Dropbox, for example). odrive will not upload any data from your computer unless you add data into the odrive folder or setup a “sync to odrive” folder relationship with an existing folder on your desktop (more on that here: https://docs.odrive.com/docs/manage-sync#sync-any-folder-sync-to-odrive).
