If I move a .cloudf or .cloud file from my my Amazon Cloud Drive sync folder to my Onedrive sync folder, will it download those files from ACD and then upload them to Onedrive?

It will not. At this time you cannot move cloud data across cloud accounts directly. You would need to download the data locally, first, in order to move it across accounts.
